Аннотация Corruption and other forms of unacceptable behavior in Russian universities frequently is the result of poor conditions of work, low salaries, and inadequate administrative and oversight structures. A thorough reform and reorganization of institutions of higher education should go a long way to reducing the incidence of this behavior.
